Administrative Corruption: An Analytical Reading of Its Concept, Causes, and Resulting Effects (A Descriptive and Analytical Research on the Phenomenon of Administrative Corruption in Public Organizations)

This research addresses the phenomenon of administrative corruption as one of the most critical challenges facing public and service organizations in modern times. The study aims to provide a comprehensive conceptual framework for administrative corruption by identifying its nature and characteristics, analyzing its underlying causes across personal and environmental dimensions (social, administrative, economic, and political), and examining its adverse impacts on institutional performance, public service, and society as a whole. Utilizing a descriptive-analytical methodology, the study reviews and analyzes theoretical literature and secondary data. The paper concludes that mitigating the negative impacts of administrative corruption requires a clear scientific strategy centered on promoting administrative reform culture, enforcing the rule of law, activating oversight bodies, and applying merit-based standards for public office appointments.
